THE POSITION : The Clinical Services Manager is responsible for supervising staff providing direct clinical intervention to participants in interim housing sites. The Clinical Services Manager will focus on four critical areas: Provide general oversight and supervision to the mental health specialist team responsible for the assessments, mental health plan development, and service delivery for participants in Interim Housing. Duties include identifying participants needing mental health care through assessment, referral, and coordination of care with offsite partner agencies, ensuring participants are engaged in appropriate levels of mental health care on site and in the community, and providing intervention during crisis situations, including recommendations on care options. Development and implementation of ongoing psychosocial education classes and clinical groups for participants and staff. Duties include developing course and group curriculums, creating and oversight of the class/group schedule, monitoring class/group attendance, and adjusting the schedule or curriculum as needed. The manager will be responsible for evaluating the effectiveness of group services and determining group topics based participant, site and program needs. Provide interim housing team trainings. Duties include identifying areas of growth and in collaboration with Interim Housing Manager, training interim housing staff on interventions and therapeutic modalities to address participant need and professional boundaries. Implement the MSW/MFT clinical internship program within the interim housing department. Provide direct oversight and direction to pre-ceptors, field instructors and act as a field instructor when necessary. Provide guidance and recommendations on assessments and interventions, as necessary. Complete program evaluations to support intern learning that aligns with LAFH best practice, standard of care and site/program needs. WHAT YOU'LL DO : Ensure accurate data collection and reporting and tracking of participants in Interim Housing who are receiving mental health services. Assist the mental health specialist team to develop participant engagement strategies and tools for assessing progress in treatment, need for higher levels of care and termination procedures. Ensure accurate mental health assessments on participants are being conducted. Oversee the submission of referrals to internal and external mental health care as needed and provide treatment recommendations as needed. Perform crisis intervention and conflict management techniques. Provide leadership and follow-up support for staff when necessary. Provide guidance to Interim Housing staff, housing navigation staff and partner agency case managers on participants who are struggling to secure permanent housing based on mental health needs. Provide direct participant intervention as needed. Create relationships with mental health service providers, hospitals, and clinics for coordinated care; maintain a resource listing of mental health services for participant and staff use across the service area Advocate on participants' behalf with other organizations and/or government agencies when appropriate Initiate and review calls to protective and emergency services as needed; complete follow-up documentation as required. This includes case consulting on when to access emergency services. Ensure staff submit weekly program report documenting mental health assistance provided and participant updates through Clarity notes and case conferencing Organizing participant mental health events and service delivery Create an offering of psychosocial classes and groups in Interim Housing for participants. Determine class/group offerings based on an assessment of participant, site and program needs. Create the curriculum, provide the class/group directly or through staff/intern support, monitor participant attendance and feedback, and revise classes/groups on an ongoing basis Hire, onboard, provide supervision, complete 90 day and annual evaluations, and lead staff developing trainings for the Mental Health Specialist team to ensure appropriate implementation of clinical best practices and team processes and procedures. Supervise MSW interns and utilize the interns in providing support to participants. Oversee the internship program for interim housing sites. Leverage and oversee the coordination/relationship between co-located staff including DHS, DMH, Substance Use, DV providers etc. Assist in standardizing clinical services across the department. Attend various regular staff, agency, and community meetings as designated by supervisor. Drive personal vehicle in and around Los Angeles County and drive agency vehicles periodically to transport participants. Additional tasks, projects and responsibilities as assigned by supervisor. WHAT YOU'RE SKILLED AT : Demonstrated knowledge of issues facing program participants (e.g. health, substance abuse, mental health, domestic abuse, child welfare, resources for undocumented persons) Advanced understanding of trauma informed care, harm reduction, housing first, motivational interviewing, substance use disorder interventions, and behavioral health interventions. Advanced understanding of crisis intervention, de-escalation and conflict resolution techniques and interventions Advanced skills in risk and safety assessment, safety planning, and mandated reporting Must be able to perform and provide oversight of electronic data entry, reporting, documentation, file compliance and case noting. Knowledge of social service agencies and community resources Excellent written and verbal communication and interpersonal skills Ability to advocate on behalf of LAFH participants. Bilingual: Spanish/English preferred but not required Ability to work within and lead a team. Solution focused problem solving skills required Good organizational skills, and ability to follow through from beginning to end on tasks and projects. Excellent public speaking skills Must be able to work evenings or weekend when requested by the Director of Interim Housing. Able to maintain and execute confidential information according to HIPAA standards. Obtain and maintain CPR/First Aid Certification Ability to pass post-offer Tuberculosis (TB) clearances Travel is a regular duty for this position and is required 50% of the time Use of a personal vehicle to travel between worksites and other locations is required. Must have and maintain a valid California Driver's License and insurance in good standing Ability to work a 9/80 work schedule.
